Second City Official Now Facing Charges

RONCEVERTE - City Council wants Recorder Kenneth Hayes to stay away from city police officers except in emergency situations. Council members voted Monday night to seek a restraining order against Hayes to bar him from having contact with officers. The decision followed several grievances filed by officers against Hayes in recent weeks. He also faces charges of obstructing an officer, fleeing an officer and speeding.

Philippine Troops Clash with Muslim Rebels

MANILA, Philippines - Hundreds of marines sailed to reinforce soldiers in the southern Philippines following fighting with followers of a jailed Muslim leader that killed at least 17 soldiers and as many as 30 rebels, officials said. Lt. Gen. Alberto Braganza, commander of the military's Southern Command, said air force helicopters and planes also were sent Tuesday to bombard gunmen holed up in Panamao on Jolo island. Veterans Protest Health Changes: ; Bush Proposal Doubles Fee for Prescription Drugs, Adds $250 Charge for Using Government Health Care

West Virginia veterans are blasting a Bush budget proposal that would more than double the co-payment charged to many veterans for prescription drugs and would require some to pay a new fee of $250 a year for using government health care. "If the president is going to send folks to war, he and Congress need to be willing to take care of them when they come home," said Donald Young, adjutant quartermaster for the state Veterans of Foreign Wars.

Vandals struck a Coonskin Park concession stand with spray paint sometime over the weekend, making it the first graffiti incident there, park officials said.
