West Virginia is one of only two states that penalizes the unemployed for receiving Social Security benefits. Though lawmakers have been asked to remedy that this year, state officials fear the timing may be bad.

That's because the fund that covers unemployed workers pays out more in benefits each month than it receives from employers in premiums. Unless that changes, officials expect the fund to run out of money between 2008 and 2010.
