West Virginia is No. 1 for its legal representation of abused and neglected foster care children, according to a national study by a child welfare advocacy group.
Only five states - West Virginia, Louisiana, Connecticut, New York and Mississippi - received an "A" rating from Washington, D.C.- based charity First Star, which focuses on improving the lives of abused and neglected children.See the full content of this document
