Afghan Constitutional Negotiations Stalled

KABUL, Afghanistan - Afghanistan's constitutional council stalled today despite a claim by its leader that delegates had agreed on "99 percent" of the wording for a historic new charter after three weeks of painful and divisive talks.

Officials had forecast ratification today, but council chairman Sibghatullah Mujaddedi said the talks had suffered another "shameful" last-minute hitch and would reconvene Sunday.
