BECKLEY - The city of Beckley will pay a $14,099 fine and sponsor a citywide collection day to settle allegations that it violated federal regulations designed to prevent leaks of fuel and hazardous wastes from underground storage tanks, the U.S. Environmental Protection Agency said.
