LOS ANGELES - Legislation aimed at making such heating systems widely available is expected to move through the Appropriations Committee of the California Assembly on Wednesday and to the full Assembly next week. But the bill, which would offer $250 million of incentives to build 200,000 solar water systems statewide over the next 10 years, is running into opposition from gas companies and electric generators. The firms don't want it funded through a surcharge on residential and commercial gas bills and are mounting a behind-the-scenes effort to kill or substantially amend the legislation.
"It's a noble effort," said Avis Kowalewski, vice president for Western regulatory affairs at Calpine Corporation, which owns 22 gas- fueled power plants in the state.
