For about 10 months in 2001, Bob Totten was appointed as Boone County commissioner, but his attempt to take the elected position fell short to incumbent Commissioner Al Halstead.

"When you run against an incumbent, it's tough," said Totten, a Racine resident who served for 22 years as the county's assessor.
