WASHINGTON - Legislation to help small business owners provide health care to their employees has attracted an important Senate backer, Sen. Robert Byrd, but its fate still is uncertain.

The measure to make it easier for small businesses to pool together to negotiate lower prices for health insurance passed the House late last week, 252-162, after pulling off several dozen Democratic votes, including Rep. Nick Joe Rahall.
