DURING the 2009 legislative session, I introduced a bill that would provide for the establishment of public charter schools in West Virginia.

Charter schools would be required to follow state curriculum and guidelines, but would give classroom teachers greater flexibility in how they implement those policies. Public charter schools provide choices for parents, greater accountability, and more control for teachers.
