THE chief currency in West Virginia prisons is about to change. Officials of the state Department of Corrections are making all cells non-smoking.
On March 1, the 5,000 or so people now housed in the state's prisons will have to quit smoking. Officials believe they will save $40,000 in health costs because of the ban.See the full content of this document
