No one knows how many tax breaks known as "payment-in-lieu-of- taxes," or PILOTS, have been made in West Virginia over the years, including how many have been made in Kanawha County.
In 1997, Kent Carper, who is now Kanawha Commission president, told the Daily Mail he wanted a list. "We're going to document each one and learn the status of what was paid and what was supposed to be paid," he said then.
