RICHMOND, Va. - The former director of a West Virginia nonprofit organization whose embezzlement conviction was overturned lost another round Wednesday in his bid to be compensated for the 13 months he spent in prison.

A divided three-judge panel of the 4th U.S. Circuit Court of Appeals upheld a judge's ruling that Bob Graham is not entitled to a certificate of innocence, which would allow him to pursue damages from the government for unjust conviction and imprisonment.
