IN May, the House of Representatives OK'd an amendment to a defense spending bill that would give the National Guard a seat on the Joint Chiefs of Staff. This week, the U.S. Senate followed suit.

Assuming agreement is reached on the rest of the package, the National Guard would have a stronger voice in matters that affect its forces.
