RAYMOND Andrew Richardson, 26, of Charleston, sits in the South Central Regional Jail an accused man and a living reminder of what happens when well-intentioned appellate judges override a trial judge.
Richardson is charged with kidnapping, malicious wounding, wanton endangerment, domestic battery and being a felon in possession of a firearm. This stems from an incident in December involving his girlfriend.See the full content of this document
