The state auditor's office has found that former officials in Clendenin failed to prepare financial statements, transacted municipal business without a quorum, failed to maintain accounting records and failed to keep other records, including invoices and bank statements.

Those are among a list of about 20 key problems revealed in an audit of the town's finances for the three years running from July 1999 through June 2002.
