A Clendenin man involved in a hit-and-run was allegedly texting at the time of the crash, according to State Police.

A friend of Dennis Shane Seabolt, 23, of Grandview Estates, told troopers that Seabolt told him he had been sending a text message when he struck a parked car in South Charleston.
