Based on the recent criticisms regarding the state Supreme Court, it may be time for West Virginia to join the 40 other states that have an intermediate appellate court, Gov. Joe Manchin said.

He said that's part of the reason behind his intention to sign an executive order that creates a commission to examine and modernize the West Virginia court system.
