A newly minted Gov. Joe Manchin put to the test the "great coalition" that swept him into office as he prepared for next week's special legislative session.
Manchin has discussed siphoning $20 million a year from the purses awarded at the state's four racetracks toward the session's debt-tackling measure, officials involved in the process said.
