ONE of the worst habits of West Virginia's political class - promising people benefits without setting aside the money to pay for them - continues to come back to haunt us. The price of such folly is reckoned in the billions.

A majority of the finance board of the Public Employees Insurance Agency voted last week to stop subsidizing health care benefits at retirement for state employees hired after Jan. 1, 2010.
