Summary


Charleston's Historic Landmarks Commission has adopted new rules about how East End residents can go about replacing doors and windows of the city's historic homes, making the process much easier.

Until Thursday, people living in the historic district had to obtain a certificate of appropriateness and appear before a board before they could replace rotting windows or put in a new storm door, even if the replacement was nicer than the old one.
