PROTECTING children is one of state government's most serious responsibilities, and Gov. Joe Manchin and the Legislature have tried to improve performance of that function in recent years.
But pay levels and job stress continue to keep Child Protective Services understaffed. This sets off a vicious cycle in which the remaining personnel must work overtime to fill staff shortages, which leads to more stress, which leads to more people leaving.See the full content of this document
