So far, the tiny but vocal Independent Steelworkers Union has resisted the overtures. But 10 years ago, it had 4,800 members. Today it has 1,250. And as the mill faces its third potential change of ownership in three years, its union is under growing pressure to consolidate with its larger, longtime ally.
