MORGANTOWN - For years, the giant has been knocking at the door of the former Weirton Steel Corp., urging one of the industry's last independent labor unions to join the powerhouse that is the United Steelworkers.
So far, the tiny but vocal Independent Steelworkers Union has resisted the overtures. But 10 years ago, it had 4,800 members. Today it has 1,250.
