MEDICAID covers 53 million people. Nationwide, the federal-state program is expected to cost $349 billion in 2007. Almost $200 billion of that will come from federal taxpayers, and $150 billion from the same people in their roles as state taxpayers.

The Medicaid program now consumes 22 percent of state spending - more than education.
