ONLY half of the 8,000 to 10,000 West Vir- ginians eligible for tuition breaks under the G.I. bill are taking advantage of this opportunity.

This has some officials expressing concern. Skip Gebhart, head of veterans programs at the Higher Education Policy Commission, told legislators that schools should reach out to returning veterans and identify "veterans counselors" at larger campuses.
