WEST Virginians have had nothing but bait- and-switch from the gambling industry in the 20 years since the lottery amendment was approved.

A string of lawmakers and governors has approved the expansion of gambling in the hopes of increasing spending without increasing taxation. The result is a state budget seriously dependent on gambling.
