IN 1997, Susette and Tim Kelo paid $50,000 for a two-bedroom Victorian house in the Fort Trumball section of New London, Conn. The neighborhood overlooks the Thames River and Long Island Sound, about 125 miles outside of New York City.

A year later, Pfizer Corp. announced it would build a research facility nearby. That was nice. The city decided to capitalize on the Pfizer facility by developing 90 adjacent acres into an urban village.
