I urge all West Virginians who visit the North Carolina Outer Banks on Cape Hatteras National Recreational Seashore to contact Sens. Byrd and Rockefeller and ask them to support Senate Bill 3113, introduced by Sens. Elizabeth Dole and Richard Burr, both R-N.C.
