FLAT land near the state Capitol should be a valuable commodity in an area known as the Mountain State. Yet the East End continues to be plagued by depopulation. The Charleston Urban Renewal Authority could not offer enough incentives to the owners of Parkway Supermarket in St. Albans to open a grocery in the 1300 block of Washington Street East.

Now the Gazette has reported on East End resident Jovella Brown's travails as she spends $60 plus $8 in cab fare to do laundry for her family, which includes six children. There are 35,000 coin-operated laundries in the nation; none in the East End.
