FOLLOWING the scandal that arose from West Virginia University's decision to give Heather Bresch an executive master of business degree she did not earn, university officials promised to take steps to restore confidence in the institution.

One recommended step was the hiring of a registrar, an official custodian of academic records. WVU had dissolved that office in the 1970s in favor of a position called director of admissions and records.
