A 2003 audit by the state Department of Transportation found extensive wrongdoing at the Mingo County office of the Division of Highways.

Stockpiles of lumber and pipe were missing. Gravel and antifreeze, too. Workers were swiping about 50 gallons of fuel a day to use in their own vehicles. The Mingo office paid three to four times the state average for cement, pipes, tire chains and transmission filters.
