THE state of West Virginia just went through another agonizing attempt to corral its pension problems. The multibillion-dollar problem in the old Teachers Retirement Fund is still so large that it blights the state's attempts to raise teacher pay.

Big holes are difficult to fill, and the Manchin administration and the Legislature have thrown in money hand over fist in an attempt to do that.
