A little over a month ago, a former Navy lieutenant, junior grade, "reported for duty" as the Democratic candidate for commander- in-chief. On Wednesday night, fellow Democratic Sen. Zell Miller of Georgia pointed out just how empty John Kerry's arsenal is.
